Abstract

Cloud computing has emerged as a dominant paradigm for data storage and sharing, enabling multiple owners to outsource their information to a common infrastructure. However, the presence of multiple data owners and diverse user access requirements introduces significant challenges in ensuring security, privacy, and conditional dissemination of sensitive information. This paper presents a policy-driven framework for secure data dissemination in multi-owner cloud environments. The proposed model integrates fine-grained access control policies with encryption mechanisms to guarantee that only authorized users can access specific data based on predefined conditions. By employing attribute-based encryption (ABE) and rolebased access strategies, the framework ensures confidentiality, scalability, and dynamic policy enforcement even in collaborative cloud settings. Extensive analysis demonstrates that the system effectively mitigates unauthorized access, supports flexible data sharing among multiple owners, and provides resistance against common security threats such as collusion and privilege escalation. The findings establish policy-driven conditional dissemination as a robust solution for enabling trust, privacy, and secure collaboration in multi-owner cloud systems.
